Executive Director and President Mike Neil

Mike Neil is the President and Founder of the Washington State Chaplain Foundation, and Senior Chaplain for the Department of Fish and Wildlife. He served 30 years as a Fish and Wildlife Officer, 15 years as a Police Firearms Instructor, and 16 years as a Police Dog Handler. He is the author and illustrator of an African adventure novel, The MIRACLE of AFRICA, He is a born-again Christian who has been married to his wife, Susan, since 1973. In 1981, the couple lost their son Ryan, who was born three months premature. In 2006, the Neil’s faith was tested when their 27-year-old daughter, Susanne, died after being struck by a car on her bicycle. Mike ultimately decided to accept his loss as part of God’s plan and use it for a greater purpose. Today as an Ordained Pastor, Neil leads a statewide team of Police Chaplains who respond to tragedy and minister to state employees. The Neil’s reside in Gig Harbor, Washington where their son James, his wife Heather and their two children also live. James is an Elementary School Principle in Tacoma. Sue retired in 2015 after 27 years teaching fifth grade in Puyallup.


Assistant Senior Chaplain, WDFW and Vice President of WSCF, Dr. Tom Jonez
Chaplain Jonez serves statewide as the Chaplain Assistant Senior Chaplain for the Washington Department of Fish and Wildlife. He is currently President/CEO of Plumbline Management & Plumbline Media Group, Tom is a strategic management and market-expansion consultant, and oversees a growing media services team that has produced award-winning content for numerous clients. Tom’s background includes over thirty years’ experience both in developing and by providing leadership to businesses and to non-profit organizations.   

Tom has an earned Doctorate degree in Strategic Leadership, with an undergraduate degree in Communications/Broadcast Journalism. He also participates on the Washington State Department of Emergency Management team where he serves as a Ham Radio communications volunteer.

Raised in the Pacific Northwest, Tom and his wife currently reside in Gig Harbor, Washington.

Senior Chaplain Darryl Russell / Senior Chaplain, Washinton State Patrol
Senior Chaplain Russell retired as a WSP Detective in 2001 and as a King County Metro Transit Safety Superintendent in 2016. Darryl brings a wealth of knowledge and leadership experience to our Chaplain Program.  He and his wife Dolores have been married for 24 years. The Russell’s have five children and 12 grandchildren.  Darryl graduated from the Police and Fire Chaplain Training Academy in May 2012.  He is based in King County.

Chaplain Rich Bosman
Chaplain Bosman is a retired Washington State Trooper.  He is a 20-year owner of a small business that assists transportation companies comply with Federal DOT requirements related to Drug and Alcohol testing.  Rich has served on various non-profit boards, church boards and for a Fire District.  He has been on various mission and medical trips to the Amazon Jungle and South Africa.  Rich has his Bachelor of Arts Degree from Western Washington University and is currently working on his Masters Degree in Theology and Biblical Studies from Dallas Seminary.

Chaplain Bosman is a Graduate of the National Police and Fire Chaplains Academy in Spokane, WA.  Rich lives in Lynden, Washington with his wife Linda.

Chaplain Cherie Grimes
Chaplain Grimes serves in Pierce County Region 6 with the Department of Fish and Wildlife.  Cherie, a native of Everett, WA, joined the US Army and served both in the US and overseas.  Serving both regular and reserve assignments.
Cherie is retired from law enforcement after 28 years in California.  She worked patrol and finished her career in forensics.  Cherie is married to Bob Grimes, a chaplain for Pierce County Sheriff and Gig Harbor Fire Department.  Bob was a fireman and is a retired police officer from California.  He also retired from the US Army as a Lt. Colonel.
They have three sons, one a sergeant with LAPD, one in college and one living in Arizona.
Hobbies include, flying, bow and pistol shooting and soon to be RV owners.
Cherie said, “It is an honor to give back and serve those still fighting for us.  With GOD’s help I will take my experiences in order help others.
Cherie is a former Chaplain of the Year for the foundation.

Chaplain Ken Bailey
Chaplain Bailey serves in Kitsap County. Ken has been married to his wife Bobbi for 50 years. He has been a chaplain in Kitsap County since 2007 serving Poulsbo Fire and Police and the Kitsap County Sheriff’s Department. Ken has been an ordained pastor since 2004, and is a graduate of the Chaplain Police and Fire Academy in 2007. Bobbi is a Fire Chaplain in Poulsbo and they often go on calls together. They have four grown children and four grandchildren.

Chaplain Preston Devers
Chaplain Devers serves in Pacific County in Region 6 with the Department of Fish and Wildlife. He is an ordained minister, After graduating from Beaverhead County High School in Dillon, Montana, Preston joined the Navy and was stationed on two submarines until he was honorably discharged in 1989. In business for 27 years, Preston is the past owner of Inline Northwest LLC, a general contracting company. Preston and his wife, Theresa currently reside in Chinook Washington where they own and operate an RV Park. Together they have three sons, one daughter and three grandkids.

Chaplain Flip Eiland
has served with Cowlitz County Police, Fire & EMS Chaplaincy since 2008 and retired in 2019. He is a graduate of the Police & Fire Chaplain Training Academy. He and his wife Crystal have been married for 45 years. They have a son and daughter who also live in Longview. Their son Jason is a police officer for the City of Ridgefield. They have two grandchildren: Jessie, a student at WSU, and Alex who is in high school.
Flip was ordained as a Southern Baptist Minister in 1985 and has served as a bi-vocational pastor in both California and Washington. He has been an active member of Cowlitz County Search & Rescue since 2003 and is a Chaplain/EMT at Fire District 6 in Castle Rock.  Flip works full time for Georgia Pacific in Oregon.

Chaplain Birdie Fought
Chaplain Fought is a chaplain for WDFW Region 2.  She lives in Othello, Washington.  She is a caseload manager for Washington Department of Corrections at Coyote Ridge Correctional Center and prior to that she worked for Adams County Juvenile Department for 18 years. She is also the Assistant Team Leader for the Crisis Negotiators Team.  
She married her high school sweetheart, Tim.  She has two adult children, Charlotte & Dusty and two grandchildren, who refer to her and her husband as Memaw & Pepaw (the best names in the world & the best season of life).
In her volunteer work she and her husband have led many short term mission trips to Tijuana Mexico to build homes.  She has also done disaster recovery work after 911 in New York, Hurricane Katrina, Hurricane Harvey, tornado relief in Oklahoma, City.  She has also done outreach to L.A. Dream Center and school building & Farm Education in Ghana, Africa.  She is a former board member of Mid-Columbia Young. Life.  The scripture that sustains her is Jushua 1:9.

Chaplain James G. Fowler
Chaplain Fowler serves in Pierce County, District 1 with the Washington State Patrol and Region 6 with the Department of Fish and Wildlife. James, a native of Vermont, joined the Army Reserve right out of high school serving first as an enlisted engineer and later earning a commission as a Chaplain. James will soon retire from the Army Reserves with over 20 years of service. 
James is a board-certified Chaplain with the Association of Professional Chaplains, and the Spiritual Care Association. He completed 6 units of Clinical Pastoral Education at the Hampton VA Medical Center in Hampton, VA and holds an MA in Religion and an MDIV from Liberty University. James serves primarily as a hospital Chaplain for MultiCare’s Tacoma General Hospital and their affiliates in Tacoma. 
James has the privilege of being married to Beth, who is an Internal Medicine physician currently serving Hospice and Palliative care patients. Together they have 2 precocious tabby Cats: Owen and Opie. Beth and James enjoy watercolor painting, camping, fishing, hiking, and enjoying the outdoors in the beautiful Pacific Northwest. 


Chaplain Larry Godt
Chaplain Godt serves as a chaplain for WSP and DFW on the Westside of Washington.  Larry has over 30 years of business experience, and is currently president of Emerge Business
Strategies, LLC a consulting firm devoted to helping leaders achieve mastery in operational and leadership excellence. He has had the opportunity to work with clients ranging from small
family owned businesses to Fortune 500 companies across many industries in both ‘for profit’ and ‘not for profit’ markets.
In addition to client work, Larry has conducted seminars with Industry Week, AME, International Institute of Research, Lean Shipbuilding Institute, the Strategic Alliance for Higher Education,
The University of Washington, and The Sycamore Commission. Larry also serves as an elder of his local church and as a board member for an international ministry.  Prior to consulting, Larry held management positions in Engineering, Quality and Operations
with both start-up and multi-national manufacturing organizations. Larry has a B.S. in  Engineering from the University of Michigan and a Master of Business Administration from the
University of Washington.  Larry and his wife currently reside in Gig Harbor, WA.


Chaplain Mark Hoeffner
Chaplain Hoeffner has been married to his wife Janell for 35 years. Mark has a long history of serving as a pastor in the Conservative Baptist churches after graduating from Western Conservative Baptist Seminary. He is retired from the Executive Director of CB Northwest, the regional office covering Oregon, Idaho, Washington, and Alaska. Their offices are located in Portland, Oregon. Mark and his wife have one biological daughter and have adopted six special needs kids. Mark is currently the Teaching Elder at Grace Church in White Salmon.

Chaplain Rick Karjalainen
Chaplain Rick Karjalainen has been married to his wife Debi for 40 years. He has been the senior pastor of Coupeville Community Bible Church for the last 12 years. He is the supervising chaplain for the Island County Sheriff’s Office where they have eight volunteer chaplains in the county covering all the first responders and the county jail. Rick and Debi have four grown, married children and 11 grandchildren. One of their sons is a Professional Firefighter/Paramedic/Arson Investigator for the Port Angeles Fire Department. Rick spent 10 years as a Professional Firefighter and Fire Marshal.

Retired Chaplain Bob McCoy
Chaplain McCoy is a an ordained minister and holds a Masters degree. He is a senior pastor in a an ELCA Lutheran Church. He has been a fire chaplain in Walla Walla county for many years and currently served the WSP And DFW in that county. He has family ties to the WSP and came in this program in 2017. He is a graduate of the National Police and Fire Chaplain Academy.

Chaplain Christopher Mael
Chaplain Mael joined the program in September of 2019. Chris serves as a Chaplain in Snohomish County in WSP District 7 and DFW Region 4. He brings with him a wealth of knowledge in the technology area. He has a degree in Criminal Justice and has a heart for Police Officers. He is a graduate of the National Academy of Police and Fire Chaplains.  He lives in south Snohomish with his wife Cynthia and their two kids. He graduated from the NPFCA in the Spring of 2019.

Chaplain Greg Moore
Chaplain Moore has been married to Kathy for over forty years and has three children and four grandchildren. He is licensed by the Foursquare denomination and with his wife Kathy have been active at Northwest Foursquare Church in Federal Way for the past 25 years. Greg is a certified Disaster Relief Responder with Foursquare and a certified Disaster Mental Health Counselor with Red Cross. After a 20 year career as a city planner and a 10 year career with Quadrant Homes Greg and Kathy went back to school and became State of Washington Licensed Marriage and Family Therapists and have been in private practice together at Moore Counseling Services in Federal Way since 2011. Greg and Kathy specialize in couples counseling and offer co-counseling. Chaplain Nathaniel Good
Chaplain Nathaniel Good serves in the Auburn area of South King County and splits his time between Dist 2 and Dist 1 for WSP. Nathaniel is the Senior Pastor in a Seventh Day Adventist Church in Federal Way. He is married to his wife Tahia and they have one daughter.

Chaplain Tim Snyder
Chaplain Snyder works full time for the Washington State Department of Corrections as a chaplain. Tim and his wife Sena have been married for 27 years. They have three children: one is in college, and two with special needs are still in high school. Tim graduated with a Bachelor of Arts from Northwest Nazarene University in 1984 and received his Masters of Divinity from Nazarene Theological Seminary 1991. Tim has been a volunteer chaplain with the Royal City Police Department since 1997.

He is the former senior pastor of the Royal City Church of the Nazarene.

Chaplain Doug Rosetta
Chaplain Rosetta serves in District 7 with the Washington State Patrol and Region 4 with the Department of Fish and Wildlife. He is retired from a career in the Defense Electronics and Aerospace industries.  As a Licensed Amateur Radio Operator, for several years Doug was an Auxiliary Communication Service volunteer with the Blaine Police Department.  While living in Arizona, he was a volunteer Deputy Sheriff.  He graduated from the National Police and Fire Chaplain Academy in the summer of 2020.  He lives with his wife in Skagit County.

Chaplain Robert (Bob) Purdy


Chaplain Thomas Durrant
Chaplain Durrant comes to us with 37 years of ministry experience.  Tom and his wife, Susan served side-by-side in ministry where they ministered in the prisons of California and Colorado before moving to Washington where they ministered in the business and political community.  Tom also served on covert probes into Poland and Russia during the Communist years.  This later led to the establishment of the International Leadership Academies in Mexico, Costa Rica, Nicaragua (with students from Cuba), Russia, and Belarus.  Tom and Sue later directed the Inner City ministry for Seattle, where they established special projects for university students to intern with the Washington State Department of Corrections.

Then in 2015, Tom’s wife died, and although the loss of Susan is deep, this has also uniquely qualified Tom to minister to others who are also experiencing such loss.  Tom relinquished his career with Campus Crusade in February of 2016 and has joined our team of Chaplains in order to serve those in law enforcement.

Chaplain Ken Turney
Chaplain Turney retired in 2009 after 32 ½ years of law enforcement with the Multnomah County Sheriff’s Office and the Portland Police Bureau in Oregon. Ken worked as Dog Master and Lead Trainer in both agencies for a total of 26 years in their Patrol K9 Units. He also served for almost 7 years as a K9 Operator with the Portland Police Bureau’s Special Emergency Reaction Team, (SWAT.)

Ken holds a Local Minister’s License and is a Registered Chaplain in the Washington Pacific Conference, Church of the Nazarene.  He and his wife, of 42 years, Sandy have Co-Chaplained with County Wide Chaplaincy in Clark County since 2013. 

He is a graduate of the National Academy of Police and Fire Chaplains. 

They have two sons, 2 grandchildren and live in the Hazel Dell neighborhood of Vancouver, WA

Chaplain Jason Williams
is licensed with the United Pentecostal Church and is an associate minister at the Olympic Christian Center in McCleary.  Jason and his wife, Shawna have been married for 19 years and have 3 children residing in Satsop.  Jason has his own business as a diesel mechanic.  He serves as a chaplain in District 8 for the WA State Patrol and region 6 for the Dept. of Fish and Wildlife in Grays Harbor County.

Chaplain Samantha (Sam) Humphrey
was born and raised in Sacramento, California, and currently lives in Ocean Park near Long Beach, Washington with her Husband. She is a graduate of the National Police and Fire Chaplain Academy in Spokane WA.

She started out her Law Enforcement Career as a 911 dispatcher for the Sacramento County Sheriff’s Dept. (1996-99). Sam then applied for a Deputy position and graduated from the Sheriff’s academy in 1999. She served as a Deputy Sheriff for six years and for a time was undercover on several prostitution stings. She left the department in 2005 when her husband retired as a detective.

She returned to law enforcement again in 2012 as a 911 dispatcher for the El Dorado County Sheriff’s Dept. in Placerville, CA but decided Washington State and the Ocean Beaches were the place to settle in.
